Destroying Democratic grassroots candidates through legal attacks on a local level at a rate seven times the expected levels allows Republicans to destroy grassroots candidates, usually permanently, and flies under the radar so as not to form a pattern in national consciousness.
Epluribus Media has done a study comparing the rate charges made against Democrats, Republicans, and Independents over the past six years and has found that Democratic state and national candidates for office were charged only at slightly higher rates, unlike Krugman's claims. However, at the local level where it is more likely to pass unnoticed, Democratic candidates were charged at seven times the expected rate: a rate higher than racial profiling in traffic situations, which has recently been made subject to monitoring and regulation.

It was done by an ad campaign worker for Coleen Rowley, who, it seems, is willing to put it into a generic form that could be used by Democrats across the country.
